The purpose of this Addendum is to 1) extend the proposal due date and adjust the project schedule accordingly 2) establish a site inspection, 3) attach certain forms and documents which were inadvertently omitted from the original RFP and 4) provide additional information as a result of discussion at the pre-proposal conference held on January 10, 2012. Answers to questions, subsequently submitted are also included in the addendum. . 1. The Proposal Due Date is extended to February 27 2012 @ 4pm. Revised dates for the Schedule of Solicitation and Award follow: Site Inspection: January 17, 2012 @ 10:00 am (see next paragraph) Deadline for Questions: February 17, 2012 Proposal Due Date and Time: February 27, 2012 @ 4:00 pm Evaluation Period (tentative): First 2 weeks in March 2012 Award: On or about March 15, 2012 Anticipated Contract Effective Date: On or about April 1, 2012 2. A site inspection of the Westbrook/Bowles properties has been scheduled as follows: Location: 22 MARK TWAIN DRIVE, HARTFORD, CT Date and Time: TUESDAY, JANUARY 17, 2012 @ 10:00 AM 3. The following documents are provided in the Attachment to this Addendum and are made an integral part of the RFP. Financials Unit Statistics A copy of the RFP EEO Requirements (entitled Bid Conditions for EEO...) Non-Collusive Affidavit (to be signed and returned as an attachment to your response) Site Maps Historical Information on Westbrook Bowles 4. The following information will serve to further clarify the RFP based upon discussions at the pre-proposal conference: Additional Background. The Authority is seeking alternate solutions to the management of Westbrook/Bowles. Out of a total 770 units, 307 are currently leased. Currently 42 buildings are boarded up and they will remain boarded. These buildings contain 204 units permanently offline, 19 buildings are single resident occupied and the Authority is looking into alternate sites to relocate these residents. A Compact Disk containing information on Westbrook/Bowles was distributed at the pre-proposal conference and is attached to this addendum (see item 3 above). Capital Improvements. There are no reserve funds in place for Capital Improvements. The Authority previously renovated 86 units with 1.3 million in CHFA funding. An assessment study has been completed on both properties commissioned by CHFA and the Authority is awaiting the report. Additional income information is contained on the CD. Mortgage. CHFA is holding the mortgage on Westbrook/Bowles. The mortgage was recently refinanced @2.9%; debt service begins next month. Maintenance. Residents are responsible for their own utilities, except water; however, they receive reimbursement for the utilities. Through income, determines the allowance: 1BR = $86 2BR = $97 3BR = $110 Snow removal is performed by the Authority. Lawn Care is performed jointly between the Authority and a Vendor. Equipment will remain on the property. Tenant/Lease Administration. Tenant Eligibility Re-certifications will be done by the incoming property management firm. There are 19 Section 8 voucher holders in Bowles Park. Community Services. There are two on-site offices, one in Westbrook Village and one in Bowles Park. There are also 2 Police Stations, one at each property location. A Boys and Girls Club on the corner of Bowles Park can be utilized for community gatherings. Contractual. The Authority has in-house General Counsel. Refer to the attached Sample contract for issues pertaining to Insurance and Indemnification. Respondents are required to make contractual exceptions or issues known as part of their proposal response. Marketing. It is expected that the successful property management firm will perform all marketing for the property. Tenant applicants and potential applicants will be referred to the new property manager. Answers to Written Questions: Q. When was the last rent increase and how much for these projects? A. The last increase was in 2011; 5% for all units Q. Does CHFA require submission of rent increases and have to approve the increase? A. Yes. Q. Do both sites have active Tenant Associations? A. Our Legal Counsel is looking into this question. Q. Were there any HUD REAC inspections? When and what was the most recent score? A. There have been no REAC inspections. Q. What does Copper mean on the rent roll? Additional Description RESIDENTIAL PROPERTY MANAGEMENT SERVICES Released: December 29, 2011 The Housing Authority of the City of Hartford hereafter referred to as the (“Authority”), intends to contract with a qualified Residential Property Management Firm to provide a full range of property management services for its Westbrook Village and Chester Bowles Park Apartment Communities located at 22 Mark Twain Drive, Hartford, CT. The term of contract will be for two years with provision to renew for 3 additional one year periods. For the Full RFP and more Information on the “Authority” and its initiatives can be found at www.hartfordhousing.org . A Pre-proposal conference will be held in the 2nd Floor conference room of the “Authority’s” on Wednesday, January 11, 2012 at 10:00 AM. The purpose of the conference is to answer all questions concerning the RFP and to schedule on-site assessments, if requested. All bidders are urged to attend this pre-proposal conference to assure a complete understanding of the “Authority’s” requirements. The “Authority” is seeking as much information from respondents as possible to assure a successful outcome on this RFP. An addendum will be issued following the pre-proposal conference which will summarize the questions and answers addressed at the conference. All questions must be put in writing via email to bids@hartfordhousing.org by the deadline stipulated. The intent of this requirement is to assure that all respondents are in receipt of the same information and to allow the “Authority” sufficient time to answer all questions in an Addendum to this RFP. An Addendum will be issued answering all questions on January 24, 2012. It is the responsibility of each Respondent to check the “Authority’s” website: www.hartfordhousing.org for a copy of all Addenda issued for this RFP.
