Additional Description In our continuing effort to assist in the economic development of Connecticut’s small and minority business enterprises, this Invitation to Bid is reserved for vendors holding a current SBE/MBE set-aside certificate from the State of Connecticut Department of Administrative Services (DAS) Supplier Diversity (Set-Aside) Program. Please note, set-aside certificates that will have expired prior to the bid opening date, but are pending recertification approval by the DAS, do not qualify. Western Connecticut State University is seeking bid proposals for the provision and installation of commercial rolled vinyl flooring material and 6” vinyl base molding on the third-floor corridors of the White Hall classroom building, located on WCSU’s Midtown Campus, as well as 5% attic stock for both the rolled material and the vinyl base molding. Please refer to sketch SK1 “New Floor Finish, Third Floor, White Hall” within the Project Manual, which provides the following information: Location of corridors that will require both flooring material provision and prep/installation, Directions that the rolled vinyl material is to run The Products (basis of design) are the following: • Teknoflor® “Forestscapes™” Series 5’11” width rolled wood grained, embossed vinyl; Color: Rosewood #31112; 20-mil wear layer and heat-welded seams (using manufacturer’s suggested weld color for specified flooring pattern). The Teknoflor product specification sheet/manufacturer contact information is included in the Project Manual. • Johnsonite #92 “Blue Lagoon” 6” vinyl base. Equal product submissions would be reviewed and considered by WCSU. Product data and sample submittals are required for rolled materials, vinyl base, and welding rod color. Removal of existing flooring materials is not required (corridor floors had been recently been asbestos tile abated). However, appropriate surface preparation will be required to provide acceptable substrate surface, according to flooring manufacturer’s recommendations. A pre-bid walkthrough meeting has not been scheduled. However, all contractors are required to visit the site during normal business hours, Monday through Friday, 7:30 a.m. – 4:30 p.m., in order to verify all product measurements and existing conditions prior to submitting their bid. Please Note: All bidders are encouraged to view the recently completed flooring installation on the second floor corridors, in order to observe the following: • Basis of Design: Teknoflor “Forestscapes” and Johnsonite 6” vinyl base • Existing rolled goods and 6” vinyl base patterns/colors to be “matched to” • Existing seaming quality required • Typical vinyl base molding locations • Typical transition strip locations Any questions or discrepancies should be submitted in writing no later than Monday, June 12, 2017 by 4:00 p.m., to the WCSU’s Administrative Services/Purchasing Office, located on the lower level of University Hall, WCSU,181 White Street, Danbury, CT 06810; Attn: Esther Boriss; fax no. 203-837-8659. Responses to any and all inquiries shall be issued via addenda, no later than 4:00 p.m., Wednesday, June 14, 2017. Any and all addenda shall be posted on the DAS contracting portal. Sealed bids should be submitted to Ms. Esther Boriss, Associate Director, Administrative Services/Purchasing, University Hall, Lower Level, Western Connecticut State University, 181 White Street, Danbury, CT 06810. Bids should be submitted on or before Wednesday, June 21, 2017 by 2:30 p.m. Bids will be opened publicly at the aforementioned time in the Purchasing Office. Bids received after that time will not be accepted. Interested parties are invited to attend. Bidders should submit bids in a sealed envelope with words, “Sealed Bid No. 2017-ERB-0333,” the due date, and their set-aside status (SBE/MBE) on the lower left-hand corner of the envelope. Bids are to be based on the work called for on the sketches and specifications for the subject project, as well as any addenda issued during the bid process. Bids showing informalities, qualifications or conditions may be rejected at the option of the University. Each bidder must note receipt of any Addenda or bulletins when submitting a bid. All bidders shall verify dimensions and conditions at the site and be responsible for confirming and addressing all requirements of the contract. Bids must be held for a period of 90 calendar days following the date of the bid opening. Following 90 calendar days, if attempted negotiations with the lowest bidder fail to result in a contract, the University reserves the right to re-bid the project. The preparation/installation period slated for this work is July 12, 2017 through August 11, 2017, and must be completed by this timeframe. All work shall be performed during normal business hours, Monday through Friday, 7:30 a.m. – 4:30 p.m. Access into the building on Saturdays and Sundays, can be arranged upon request. T
