Additional Description INVITATION TO BID The Town of Enfield WPCA (Owner) invites Bidders to submit sealed Bids for completion of the “Water Pollution Control (WPCF) Upgrades” including equipment and all civil, mechanical, structural, electrical, architectural and instrumentation necessary to complete the work. The Work includes, but is not limited to: new headworks building and bar screen, new gravity thickener, architectural improvements, blowers, sludge pumping, primary and secondary clarifier mechanisms, chemical equipment, sludge processing equipment, site work, demolition including an incinerator, interior and exterior piping, and instrumentation. Alternates include: 1. Additional Gravity Thickener 2. Additional Influent Screen, Washer, Grinder and Compactor 3. Additional Blowers 4. Carbon Polisher for Odor Control Bioscrubber 5. Generator Load Bank 6. Retrofit Handrails 7. Pre-finished Aluminum Panels at Sludge Pump Station Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the State of Connecticut Clean Water State Revolving Fund. Neither the State of Connecticut nor any of its Departments, agencies, or employees is or will be a party to this Invitation for Bid or any resulting Contract. This procurement is subject to the Clean Water Fund requirements contained in Section 22a-482-4 of the RCSA. Compliance with the following is required: Environmental Protection Agency’s (EPA) Diesel Retrofit Program; EPA Disadvantaged Business Enterprise (DBE) Program; the Federal American Iron and Steel Requirements; and Federal Davis-Bacon Wage Rates, Connecticut State Prevailing Wage Rates, whichever is greater; and the Governor’s Executive Orders 3 and 17 to ensure affirmative action and equal opportunity. The requirement for DBE subcontractor participation, expressed as a percentage of the total eligible contract amount, shall be a minimum of 8.0 percent with the following makeup: MBE 3.0 percent WBE 5.0 percent Work shall be substantially complete within 730 calendar days and ready for final payment within 820 calendar days. Bidders and proposed Subcontractors with a value of work exceeding $500,000 must submit a current Prequalification Certificate and current Update (Bid) Statement from DAS for itself and each proposed substantial Subcontractor. Failure to supply them with the bid will result in rejection of the bid. DAS Prequalified Contractor Classification Required: Water Treatment Plants A mandatory pre-Bid conference will be held at 10:00 AM local time on Tuesday, December 12, 2017 at Town of Enfield WPCF, 90 Parsons Road, Enfield, CT 06082. Sealed Bids will be received and safeguarded until 11:00 AM local time on Wednesday, January 10, 2018 at the Owner’s offices at 820 Enfield Street, Enfield, CT 06082, Attention: Finance Department, where they will be publicly opened and read aloud. Bids will be safeguarded until opening. Bids received after the time of announced opening will not be accepted. The bidder shall submit two copies of the bid. Sets of Bidding Documents are available for examination and/or purchase on Friday, December 1, 2017 at Advanced Reprographics, 50 Corporate Ave, Plainville, CT 06062 during the hours of 8:30 A.M. to 5:00 P.M. (Monday-Friday). Non-refundable charge for delivery of Bidding Documents by mail: $50.00 payable by credit card or $50.00 if Bidder provides a prepaid FedEx or UPS account number for delivery. Digital Bidding Documents $95.00, if only a digital set is requested. Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of the incomplete sets of Bidding Documents or for modifications to the Bidding Documents including electronic conversion. Bid security in the amount of 10% of the Bid must accompany the Bid in accordance with the Instructions to Bidders. It is the Town’s policy to not award to those who owe Town of Enfield prior year(s) property taxes. Bidders must provide 2 copies of the Bid Form and required related documents.
