Questions
The Town of Branford had the light poles at Veteran’s park evaluate for structural integrity and concluded that they would be adequate for the light replacement.
Additionally, the electrical load and compatibility would also be adequate for the upgrade to the LED technology.
At this point the Town of Branford is not considering light pole replacement as part of this project. There is 400 amp service at 120/208 at Vet’s Park.
1. Considering this is a Branford Town project, should we include the permit fee in the finalized bid submittal or is the Town taking care of this internally?
Answer: Building fees are as follows:
The permit fees are $18.00 for the first Thousand of the job cost and $12.00 for every thousand after that.
State Education fees are .26c per thousand of the job cost
Scanning fees are .20c for each letter sized page with an additional .40c for the permits Scanning fees for larger pages are $2.20 per page
Town jobs only pay the state and scanning fees, building permit fees are waived.
2. Who is going to have access to the controls? Vet’s Park – Park & Recreation director Alex Palluzzi, assistance director and maintenance manager. Branford High School Field. Joe Carbone, Erik Johnson and Charlie Seymour- the BHS Building Supervisors
3. What is Branford’s cost per KWH on their Eversource bill? Bill provided by BOE, one from P&R coming soon.
4. We just wanted to confirm that there is no prevailing wage needed to be factored into the labor pricing? No.
5. Is a bid bond or performance bond needed for this project? No.
6. Can you please confirm the finalized hours of operation so each bidder is comparing apples to apples?
Please see details on the drop box. Vet’s Park exterior, parking lots and utility building light hours are on for approximately 965 hours. Between the months of April – November parks lights are on beginning one hour before sunset until 10 pm. The garage building is on approximately 500 hours per year.
The BHS Football Field lights are on for approximately 800 hours of field light use per year.
7. What is the weight capacity of the outdoor track at Branford High School and can we drive our lift over the outdoor track to get to those field lights? You can drive a lift on the track with the knowledge of properly knowing how to operate the lift.
The track needs to be protected by a 16 mil poly barrier and at least 3/4 inch plywood all around before driving a lift on there.
• Contractor will be responsible for any damage repairs through our vendor.
8. Are there any specific requirements on installation hours that we need to adhere to with school potentially in session? (I.e. first, second or third shift?) Depending on the sports schedule the installation at Branford High School would need to take place in November. If no sports are scheduled the installation could happen sooner.
9. Can you provide a schedule of outdoor activities for Veterans Park to take into account for install logistics? No.
10. Does anyone know the foot candle requirements for both Branford HS and Veteran’s Park ballfields? Please refer to the site plans and the planning and zoning documents in the drop box.
11. What are the pole heights at both locations? Playground, parking lot poles are approximately 30’ tall Basketball and Tennis poles are approximately 35’ tall The walkway lights are approximately 3’ tall
The poles on the ball field are approximately 50’ tall The lighting upgrades can be considered as three
BHS Field lights - Not sure the exact height but I know the lift needed is 120feet to reach.
12. Do they have any further drawings for Vets Park? Yes, we have uploaded the site plans to the drop box.
13. Is the Town of Branford using Bid Clerk for RFP distribution?
No, the Town of Branford posted this RFP and addendums to the State of CT DAS website and the Town of Branford RFP webpage. The Town of Branford is not using any third party to distribute the RFP, addendums or related materials.

Additional Description |
The Town of Branford is seeking proposals from experienced and qualified vendors for the procurement, design and installation of energy efficient LED outdoor park and field lighting at the Branford High School Turf Field and at various location within Veterans Memorial Park. The vendor will be responsible for the removal and disposal of the existing lighting equipment.
Technological advances in lighting and control systems have significantly reduced energy consumption and maintenance requirements at outdoor field and park facilities. This project will supply and install high efficiency lighting and wireless control systems to reduce lighting energy consumption, and reduce operating and maintenance cost due to long lamp life and warranty period. The control system will allow for more advanced fixture control and lighting level adjustment for practice, game and public needs.
Firms interested in being considered for a contract to provide the required services should submit their proposals and qualifications no later than 1:00 PM local time on Wednesday August 12th, 2020. Submissions received after this deadline will not be considered.
