The Department of Transportation (Department) is issuing this REQUEST FOR PROPOSALS for a firm to perform highly specialized annual surveys for seat belt usage, drunk driving, distracted driving and to perform annual evaluation of the success of High Visibility Enforcement and behavioral programs conducted by the Highway Safety Office including but not limited to “Click It or Ticket” and “Impaired Driving High Visibility Enforcement” “Distracted Driving High Visibility Enforcement” and associated media campaigns, as required under Title 23 U.S.C. 402, reference Section 339, of the U.S. DOT Appropriations Act for Fiscal Year 2015, and deliver the final reports as required by the National Highway Traffic Safety Administration (NHTSA).
The purpose of this request is to support the Connecticut Department of Transportation’s Highway Safety Office (HSO) as part of the federally mandated Governor’s Highway Safety Program. This work will include performing and reporting on data collection, analysis, observation surveys and attitude and awareness surveys. The contractor will also conduct compliance use observations as part of the National "Click It or Ticket" Mobilization, as required by federal law as part of the National Occupant Protection Use Surveys (NOPUS). This program will include the evaluation of the federal Section 402 and 405 programs awarded by the National Highway Traffic Safety Administration. Contractual services will include development of the federally required Highway Safety Plan and Annual Evaluation Report. Also included in the scope of service are observation surveys and data analysis covering the impaired driving, distracted driving and speeding behavioral program areas. The contractor should have experience in designing and, submitting an (updated) accepted NOPUS Belt-use survey per the Nation Highway Traffic Safety Administration (NHTSA) requirements. The contractor should also have experience in conducting Mobile Hand Held device use observation surveys similar to those conducted as part of national pilot research programs conducted by NHTSA (which the HSO has participated in twice). Similarly, the contractor should be prepared to conduct speeding observation surveys. The contractor will request and collect crash data and conduct analysis and provide support for the federally required Highway Safety Plan and Annual Evaluation Report.
The Department is currently seeking proposals from qualified individuals to provide these professional services as noted in the SCOPE OF SERVICES below and other evaluations/support or transportation safety activities.
